TRAINING AND DEVELOPMENT MANAGER DEPARTMENT: Organizational Development and Human Resources (ODHR)                                          REPORTS TO: Director of ODHR HOURS: 37.5   FLSA: Exempt SALARY GRADE: 14   3100.03                                             For more information on this position, please contact Frank McCarthy by phone: 508 350-0053, or email: fxm@diverseworkplace.com Overview:   Reports to the Director of Organizational Development and Human Resources (ODHR).  The Training and Development Manager is responsible for creating and managing Neighborhood-wide training standards, expectations and measurements that build employee competencies and an environment of continuous learning, develops cost effective training options to meet specific business needs of the organization and create a high performance workforce, ensures that the quality of Neighborhood-wide training through effective needs assessments, course design, qualified instructors, evaluation, training resource materials, and learning reinforcement strategies, and develops and enhances new and existing training programs which consistently meet the goals and needs of Neighborhood.  Additionally, the incumbent works in collaboration with the Director of ODHR and Neighborhood's Senior Leadership Team (SLT) to ensure organizational strategies, structure, and processes are consistent with evolving needs and environmental requirements at the business.   The incumbent works under the direction of the Director of ODHR to achieve an effective and highly regarded ODHR function. Requirements: Qualifications:  - Bachelor's Degree in Human Resource Development, Training and Development, Organizational Development, or a related   area. Masters degree preferred. Equivalent professional experience can be substituted for education - Five (5) to seven (7) years of experience in employee training, organizational development, and/or other related experience - Strong interpersonal skills and the ability to interface with all levels within the organization - Demonstrated excellent verbal, interpersonal and written communication skills with all levels of the organization - Ability to work effectively in a diverse work group - Strong PC skills - Ability to identify and analyze organizational needs, problem solving abilities, knowledge of long term strategic planning,   management development, curriculum design, and group facilitation - Ability to establish and oversee a corporate wide training budget and allocate resources appropriately - Demonstrated strong knowledge of training systems management, strategic business planning, needs assessment, design,   delivery, four evaluation levels measurement, cost benefit analysis, and adult learning styles - Demonstrated strong knowledge of employee performance standards, organizational development, project management,   quality improvement principles, business-process reengineering and web-based training - Familiarity with corporate Learning Management and Human Resources Information Systems   Duties and Responsibilities Responsibilities include, but are not limited to the following:   - Conducting & reporting training needs analysis - Designing  & developing training programs - Presenting selected training programs - Acting as a project manager when external consultants are used to design/develop/ present development programs - Design & development of performance support tools - Evaluating training and obtaining feedback on adequacy of training/learning programs - Administering and managing the training system - Tracking completed training - Identifying/sourcing training and learning opportunities - Coordinating training and learning opportunities - Budgeting for training and learning opportunities - Assisting managers with their training/learning budget - Providing information concerning certification/re-certification opportunities - Coaching managers and employees on training and learning opportunities - Identifying possible alternatives to classroom/traditional training - Linking with external workforce development organization to help enhance other ODHR activities (acquisition, diversity, cost-   control)  - Providing career development advice to employees and managers - Talent development focus areas include the following (at a minimum):       - Career / professional development       - Diversity / cultural competency       - Leadership/management training       - Coaching       - Mentoring       - Customer service       - Communications       - Project management       - IRE - COGNOS       - Business process improvement       - Managed care Specific (Neighborhood 101 - Medical Terminology 101 - Managed care 101) - Preparing training/OD related reports and metrics - Training/learning vendor contract management - Assisting with the development of new organizational designs/structures - Managing and assisting with the job analysis and design process - Ensuring that job descriptions, job families and job grades are consistent throughout the organization - Administering annual and ad hoc compensation review processes - Managing Neighborhood's involvement in salary and organizational review surveys - Conducting annual employee engagement survey process - Leading Employee Engagement Team - Providing OD-type support to Neighborhood - Facilitating the succession planning process - Providing teambuilding support - HR forecasting - Budgeting and budget control within areas of responsibility - Authoring and maintaining olicies and procedures (P&Ps) related to specific area - Managing external contractors / consultants - Participates in developing departmental goals, objectives and systems; recommends new approaches, policies and   procedures to Director of ODHR to effect continual improvements in ODHR Department Contact: Frank X.
